RwandAir, established in 2002 is the National Carrier for the Republic of Rwanda. RwandAir mission statement is "to provide unsurpassed, safe and reliable services in air transportation, including strategically linking Rwanda with the outside world, while ensuring a fair return on investment." The majority share holding of the company is the Government of Rwanda.

1. Job Title: General Manager Human Resources
2. Department: Human Resources
3. Location: Kigali International Airport
4. Reports to: Deputy CEO in Charge of Corporate Affairs

5. Job Purpose
Understand company business objectives and identify corresponding human resource needs; develop and implement human resource strategy to support business objectives.
Coordinates with Operational and support departments and other key functions to develop programs that support employee retention. Helps drive division-wide human resource strategies, programs, and processes into units.
Coordinates with operational departments on training functions to identify training needs, develop, and implement programs.
Coordinates with other departmental heads in recruitment functions to identify and understand workforce needs; actively participates in implementing recruiting strategy and process; supervises applicant intake process for filling vacant positions.
Provides policy interpretation and ensures accurate and consistent application of all company policies and procedures, while relating to state laws, and applicable collective bargaining agreement(s) if there any.
6. Key Responsibilities
• Design and implement HR policies in line with RwandAir’s mission.
• Set objectives for the HR organization, put in place personnel policy, training and administration.
• Efficiently assess and plan training and development needs for operational and non-operational staff.
• Recruitment and staff retention with emphasis to the search and recruitment of competent operational post-holders.
• Design and implement HR strategy embedded in RwandAir’s corporate strategy.
• Advise the Executive Committee on the people implications of decisions and initiatives.
• Execute change and organizational development initiatives throughout RwandAir.
• Plan the RwandAir workforce quantitatively and qualitatively.

• Assign tasks, authorities, accountabilities within the HR management team and HR department.
• Increase productivity and capabilities within the airline.
• Put in place and determine compensation policy for all.
• Allocate human resources based on the HR budget.
• Ensure the reliable functioning of core HR processes like payroll, records, etc.
• Set a framework of tools and methodologies empowering the leadership of RwandAir’s management team.
• Mediates and resolves employee relations disputes as necessary.

• Receives and responds to employment-related claims from departments and recommends settlement or defense based on actual investigation of facts.
• Provides counseling/training for unit management in the areas of labor / employee relations, affirmative action, and discriminatory claims.
7. Main Working Relationships
Supervision of:
a) Senior Manager Training and Change Management;
b) Manager HR Administration and Recruitment;
c) Manager Training and People Development;
d) Manager Payroll and Staff Benefit.
Functional relationships with: All Directors, Senior Managers and Managers
External: Government, Industry Stakeholders, Other industry Companies and Other airline

8. Job Requirements
Education and Experience
• Bachelor Degree in HR, in Law or any relevant degree,
• Masters Degree in HR related field is an added advantage,
• Experience with a minimum of 5 years at a Managerial level with a proven track record and experience in aviation industry entities is an added advantage,
• Experienced planning and managing extensive human resources,
• Experience and knowledge in progressively responsible Human resource roles, Welfare, Labor & Employee Relations,
• Customer service experience hospitality/airline industry is an added advantage,
• He / She must be computer literate.

• Appropriate procedures, that ensures a managed and timely corporate response to emergency events. Nominate a manager with appropriate qualifications and authority to manage this program;
